These changes have moved financial aid resources away from students who have demonstrated financial need for these resources to pay college attendance costs toward students whose parents vote. At the state level, where social investment in Higher Education is greatest, states have been massively reducing fiscal investment effort for public colleges and universities (Grapevine 2013). To offset this loss of state support, public colleges and universities have been increasing tuition and fee charges to students and their families (WHECB 2010).
